3,382 primary source documents across
21 collections — 2.3 GB of scans, filings and
correspondence, catalogued from data/documents/. Source bytes are immutable
chain-of-custody evidence; as-received filenames are preserved verbatim, and each
document's page records the path it arrived on.
155 of them have been read into a structured record; the other 3,227 are catalogued and downloadable, but not read. Each collection below states its own share, every listing can be filtered down to the documents that have one, and each of those links straight to the record read from it.
Source documents from the Ohio Department of Development providing statewide economic development context, plus the Governor's directive that governs what the Department's Tax Credit Authority may consider. All are public-record publications, not litigation evidence.

54 catalogued files are machine exhaust swept up with the responsive
records — Windows thumbnail caches and the sidecar files Office writes when a document
is saved as a web page. They stay listed with their as-received paths and stay
downloadable, so each production remains provably complete, but they get no page of
their own.
