On 2026-07-07 the Middleton Township Trustees rezoned thirteen parcels to M-1 Light Industrial. Every account you will find says the vote was 2–1 in favour, with Moulton and Vetter for and Petrea against.

Open the minutes and read the motion. It was “to approve the recommendation of the Middleton Township Zoning Commission”rec — and that commission had voted, on 10 June, to deny. The roll call: Moulton NO, Petrea YES, Vetter NO. [verified]

1–2 against a denial. The rezoning passed and the minutes say so plainly — “It is noted the application was approved for rezoning” — but the tally, the majority and the dissenter’s name are all the inverse of the reported ones. Petrea, named everywhere as the one who voted against, is the only trustee who voted yes.

A roll call is meaningless without the question it was put on. Never carry a tally forward without the motion text attached. Whether the reported framing was an error or a device, the minutes do not say — so neither does this study.

The eighteen months a name-keyed search would miss

Search this township’s published minutes for “Liames” and nothing appears before September 2023. Yet by 20 September the abatement application already covered “the rezoned properties within the CRA boundaries.” The rezonings that made the campus possible are docketed under the landowners’ own names: Tim Getz, ~80 acres, approved 3–0 on 2023-03-29rec , and the Busch family, ~44 acres, approved 2–0 on 2023-05-03rec with one trustee abstaining. This is a search hazard, not concealment. A landowner rezoning his own land is ordinary. It is also exactly why a name-keyed sweep of a public record misses a project’s first eighteen months.

All 115 minutes files this township published for 2023–2026 were downloaded and searched; fifteen name Liames or Project Accordion. That stated sweep is what licenses the negatives — there is no ~112-acre Devils Hole Road rezoning in this record, and no 279- or 402-acre 2023 resolutions; the two 2023 rezonings total 124 acres between them. An unstated sweep converts “we didn’t find it” into nothing at all.
