summary
Ohio EPA conducted a Compliance Evaluation Inspection (CEI) of the Lima WWTP on February 22, 2022. The plant was operating in wet weather mode at the time of the visit, with final effluent slightly turbid but without noticeable odor. A significant finding was that Wright Mulch/Lima Composting, the city's Class A biosolids contractor, was operating without a valid Land Application Management Plan (expired February 28, 2022), and the facility had ongoing difficulty obtaining required beneficial use records; the inspection was marked as Significant Non-Compliance.
