summary
NPDES construction-stormwater (SWP3) plan for the Beery Rd. & Cole St. roundabout and the co-located BOSC Storm Outfall channel — operator George J. Igel & Co., engineer WSP USA (Thomas C. Campbell, P.E.), prepared 2026-04-16, construction 2026-05-15 → 2027-12-31. Total disturbed 5.71 ac (roundabout 5.6 + outfall 1.56, overlapping). The site drains via tile to Pike Run → Ottawa; the BOSC Storm Outfall channel discharges to Pike Run. This is a roadwork-program (AEDG/PAAC roundabout) plan that also builds the data-center campus's storm outfall.
note
Ohio EPA eDocument 4091286. Stormwater Pollution Prevention Plan (SWP3) for the Beery Road & Cole Street Roundabout / BOSC Storm Outfall, American Township (Lima), Allen County, OH (40.794819, -84.128202). Prepared for George J. Igel & Company, Inc. (operator/contractor; Christopher A. Batdorff) by WSP USA Inc. (Thomas C. Campbell, P.E., Indianapolis), project E-80410, dated 2026-04-16; estimated construction 2026-05-15 to 2027-12-31. New oval roundabout (140 ft x 160 ft, 15 ft center truck apron) on new alignment plus the BOSC Storm Outfall channel and new storm sewers; 5.71 ac disturbed total (roundabout 5.6 ac + outfall 1.56 ac, overlapping; property 5.87 ac). Receiving water Pike Run (tributary of the Ottawa River) — the BOSC Storm Outfall channel terminates at Pike Run. No on-site streams/wetlands within the LOD (a PUBGx pond nearby is not impacted); a Surface Water Impact Determination letter is in Appendix I and no Section 401 / antidegradation review is required. The Appendix A NOI + Ohio EPA CGP authorization were acquired 2026-06-16 as companion eDoc 4091289 (the approval letter): Facility Permit Number 2GC08747*AG, effective 2026-04-22 under OHC000006 (record.npdes_coverage). Two new corridor parties surface here: George J. Igel & Co. (contractor) and WSP USA (engineer — also named on the campus architectural sheets per docs/COMPUTE.md).

- note The approval letter spells the road "Berry" (the SWP3 itself reads "Beery Road"); the as-issued spelling is preserved here, not corrected. The letter cautions that fill into regulated waters may still require a 401 WQC / Isolated Wetlands Permit — a pointer to the separate campus 401 thread (permits/3788677, 3796349, 3949585). Sequencing note: outfall coverage attached 2026-04-22, BEFORE the SWP3's 2026-05-15 estimated start — the clean contrast to the campus mass-grading, where disturbance (2025-12-08) preceded any recorded coverage (bosc-site-permit-sequence).

key_features
- Existing land use: open agricultural row crops; existing drainage east-to-west, largely subsurface tile, ultimately to Pike Run → Ottawa River.
- No on-site streams or wetlands within the Limits of Disturbance. A PUBGx freshwater pond sits west of the roundabout / north of the BOSC Storm Outfall channel and will not be impacted.
- Surface Water Impact Determination letter included (Appendix I); no activities require Section 401 authorization or antidegradation review by Ohio EPA.
- Soils (NRCS): TkA Thackery loam, AkA Alvada loam (hydric), WeA Westland-Rensselaer (hydric), SrA Sloan silty clay loam (frequently flooded), SfB Shawtown loam, HrB Houcktown loam (hydric), GaB Gallman loam — HSG mostly B/D.
- BMP sequence: Storm Outfall Phase 1-2 (start 2026-05-15, end 2026-12-31) then Roundabout phases — MOT devices, inlet protection, silt fence, ditch check dams, construction entrances, dewatering filter bags / sediment basin.

⚠ Gaps in the record
- RESOLVED 2026-06-16: the Appendix A coverage record (referenced but not printed in the SWP3 body) was acquired as companion eDoc 4091289 — the Ohio EPA NPDES CGP Approval Letter assigning Facility Permit Number 2GC08747*AG (effective 2026-04-22, under OHC000006). Captured in record.npdes_coverage below. NOTE the per-site coverage number format is 2GC..*AG, NOT an OHC- number (OHC000006 is the general permit).
- Source PDF metadata title is "SWP3-Beery Rd. Cole St. Roundabout-Draft.docx" (carries "Draft"), but the cover sheet reads as a complete, dated SWP3 (04/16/2026); treated as the working/issued SWP3 of that date.
- Manual review of the text layer (dpi=0 sentinel); acreages/figures are printed in the document body (Construction Site Summary table), high-confidence.
