A variance is a fact, not an opinion

Zoning variances and their conditions are logged verbatim; the record does not characterize whether a condition was later honored without a follow-up filing to check it against.

Public comment is preserved

Where minutes record public comment, it is kept in the record as testimony, tagged reference — not folded into the board's own findings.
