What a board voted is read from the recorded minutes, not from meeting attendees' recollection or press summary. The download manifest — sha256, bytes, source URL — is the chain of custody.
A variance is a fact, not an opinion
Zoning variances and their conditions are logged verbatim; the record does not characterize whether a condition was later honored without a follow-up filing to check it against.
Public comment is preserved
Where minutes record public comment, it is kept in the record as testimony, tagged reference — not folded into the board's own findings.
A board's recorded vote read from the minutes is [verified] ; whether a stated jobs commitment is later met stays [open] until a follow-up filing checks it.
A meeting record shows what was said and voted — never what should have happened.
