A permit to install is the Ohio EPA authorization a project must obtain before it builds or modifies a source of pollution — a treatment unit, an outfall, an air-emitting process. It is the pre-construction counterpart to an operating permit: the PTI reviews the design, while an operating permit governs the source once it runs — where applicable an NPDES permit for a water discharge, and for air a Title V permit for a major source or a permit-to-install-and-operate (PTIO) for a smaller one.
The PTI is often the earliest hard document in a facility's public trail, because it predates operation. For a data-center campus, a permit-to-install application can surface the on-site combustion, backup generation, or wastewater handling before the operator has said anything publicly — which is why the platform treats a PTI as a high-value discovery target alongside the construction general permit that covers its stormwater during the build.
