A federal facility agreement is the enforceable compact between the EPA (often with the state) and a federal installation on the Superfund National Priorities List. Under CERCLA §120, a federal agency running a listed facility must enter such an agreement, and it is the instrument that binds the cleanup: it fixes the schedule, the milestones, and the interagency oversight for remediating the site's contamination under CERCLA.
