Findlay’s defining public work is not a data center. It is a roughly $160 million attempt to stop
the Blanchard River from flooding its downtown, and the town has been paying for it since before
anyone in it had heard of a megawatt hub. 167 flood-prone properties acquired and demolished since
2007, and a 0.25% county flood-mitigation sales tax passed in November 2009 that “generated more
than $32,000,000 over a ten-year period.” [verified]

A headline number is a planning estimate. An obligation letter, a capital-budget line, a grant award and a sales-tax levy are four different legal objects with four different degrees of certainty and four different ways of falling through. Listing them separately is what lets you say which parts are actually committed.
What is built, and what it moves
Phase 1 benching is complete. On 2025-09-18 the City, the county and Stantec submitted a Letter of
Map Revision on the finished work: 375 parcels (~15 acres) completely removed from the Special
Flood Hazard Area, and 985 parcels remaining in it at a reduced 100-year water-surface elevation.
FEMA’s Letter of Final Determination makes that official; no effective date is set. [open]
The Eagle Creek Dry Storage Basin is the cornerstone: a ~765-acre dry impoundment about four
miles south of downtown, with final design complete, acquisition complete and the ODNR Dam Safety
permit in hand. Modeled effect on the 1% annual-chance event: a ~2,550 cfs (16%) peak-flow
reduction, ~2.2 feet of base-flood-elevation lowering near the confluence downtown, and ~1,830
parcels / 1,400 acres out of the regulatory floodplain. [verified]

Note the overlap with this study’s discharge chapter: Eagle Creek is also where two of the sewage plant’s ten authorized combined sewer overflows discharge. The same small tributary carries the flood program’s cornerstone basin and part of the collection system’s wet-weather relief.
Do not upgrade “apparent low bid” to “awarded.” Both cornerstone contracts opened bids on
2026-06-30 — Eagle Creek at $32,075,000 against a $42,376,000 engineer’s estimate, Phase 2 at
$3,699,040 against $6,170,000. A bid tabulation records who submitted the lowest number on the day;
an award is a board vote, and boards reject bids, rebid scopes and negotiate. Two contracts worth
$35.8 million sit in that gap, tracked as a dated lead against the board minutes that will close

Two threads stay open beneath all of it. An eminent-domain dispute is described by a law firm’s
writeup, but landowner names, court, case number and filing date are all unpublished — and the
writeup references an older three-basin plan and never names Eagle Creek, so even the
identification with the Eagle Creek appropriation is [inference]. And the program’s own FAQ puts
annual operation and maintenance at $100,000 with the method for covering it undetermined: the
question of who pays to run the works is not answered by any of the instruments that paid to build
them.
One naming guard: the administering body is the Maumee Watershed Conservancy District — northwest Ohio, offices in Defiance, ORC Chapter 6101. It is not the Muskingum Watershed Conservancy District of eastern Ohio, which shares the initialism, the court structure and nothing else.
